Not Enough Workers is not just a problem cause by not enough people or demand in your city. Educate everyone and they all can work where ever they want. So in my opinion you should never worry about if you have enough un or low educated citizens to fill jobs. Generic industry increases education limits as they upgrade also. ![]() So there too the goal would be improve the neighbourhood to level up the lot to reduce the limit of where they can work. As for who move into level-1 homes it is the un-educated. So the goal is to educate everyone to reduce the limitation. It is the lower educated that are limited to where they can work. Not sure how that plays out for the educated will work anywhere beneath their education level. Look at the information screen for the buildings that are calling for workers and then try to zone to bring that level of worker into town.
